Resumes are a horrible way to determine if someone can actually do a job.

Consider this: a hiring manager might spend 6 seconds looking at a resume before deciding yes or no. Six seconds. And that decision is based on formatting and job titles and if the right keywords happen to be there. None of that tells you whether or not the person can actually do the work.
